The floor recognizes Mr./Ms. Kade W. Vasentius. I will try to respond to all of your questions and comments to the best of my ability.

My response: I think four months is a good amount of time and four months of playing any game, especially NS, adequately experienced. Plus, a lot of experienced people here in FNR haven't been here for more than four months, so I think it will severely limit the number of potential tutors.
I do agree with you that the program overseer should have discretion to make exceptions to pick people more qualified and that's a clause I should've definitely put in there.
"For a FNR mentor, they should be a citizen of FNR" (in response to clause 1.3)
My response: Absolutely I agree, ithe mentors should be a citizen of FNR, the reason why I put "candidates must have an active member of FNR at some point" because I want to extend the pool of potential members.
"Are you asking for must not have been warned, banned, DoS, must not have banned for a any period of time OR DoS? (In response to clause 1.4)
My response: I guess I haven't been clear about the clause and I apologize about that. I would say that the mentors should not have banned period but there are exceptions to this, if the ban happened because a player made a mistake of giving 2 nations WA membership without knowing that he already gave an nation WA membership then that's understandable, but the player in question got a ban for serious breaking of the rules, and the mods know it was done with bad intent then we can't consider that person to be mentor.
"Does the speaker was have too many jobs (in response to clause 2.2)
My response: Maybe so, but since new recruits could possibly be citizens and they could be a part of the legislature, I think it is best if is the Speaker to do it, since that is in his alley. Also, we don't have a lot of people to create a new position, and if I put the President ad the overseer, everyone would accuse me of giving myself too much nneccessary power.
My response to the last two comments/questions that you made.i agree with the third party check ups, that is something I didn't think about but the legislature can always revise the bill once it passes and the legislature can always propose and pass bills to improve the program. We don't have an API telegram in place but may I ask why we need it for this bill?
