SHORT TITLE: WADDA
LONG TITLE: The WA Delegacy Demoocratisation Amendment
Definitions
1. WA - World Assembly - the international rulemaking body for NationStates
II. WA Delegate - World Assembly Delegate - the person chosen to represent the region in the World Assembly // WA Delegacy - the office of the WA Delegate
III. WA Member - A nation that participates in the World Assembly but is not chosen to represent the region in the WA
Section 1: Elections for the Delegacy
Notations
1.
Noting the fact that the Constitution states, " “5.6 The President shall also be or appoint a World Assembly Delegate to represent the Free Nations Region on the world stage. The President may decide whether to serve this position themselves or delegate it to a member of their cabinet or another regional officer. The Founder may take whatever action necessary to ensure that the appointed nation holds the WA Delegate office,”
2. Acknowledging that in October 2017, an election was held for the WA Delegacy alongside other elections, and the constitution does not state the Delegacy is elected
3. And that elections should be held for the WA delegacy.
HERE BY
1. Amends article 5.6 of the Constitution to state:
“5.6 The office of WA delegate is an elected position, and the President or the Founder may take whatever action necessary to ensure that the appointed nation holds the WA delegate office,”
2. Amends article 9.2 of the Constitution to state:
“9.2 The President and the WA Delegate are elected offices and shall serve terms lasting six (6) months. Executive Election Season shall be in the months of October and April.”
Section 2: Establishing a Special Election
Notations
1. Recognizing that since the current WA Delegate, Narvatus, has elected to the position before the Constitution allowed elections for the WA Delegate.
HERE BY
1. Therefore the following provision (2.1) of the bill will state:
“After the Amendment passes with ⅔ majority of the Legislature, there will be a special election to decide the WA Delegate”
2. The current process of elections established by the current Constitution will regulate the special election as written by 9.10 of the Constitution which is:
“Special Elections shall function in the same method as a normal Election Season. However, if the Special Election would begin less than a month before or after a normal Election Season, the normal Election Season for that position shall be called off.”
Section 3: Establishing an Endorsement Cap
Notations
1. Necessary that since Ameliorus is the current interim WA Delegate due to having more endorsements than Narvatus even though Narvatus was elected WA Delegate and Ameliorus was just a citizen, there needs to be a regulation in place to prevent anyone from seizing the WA delegacy just because they have more endorsements.
HERE BY
1. Therefore the following provision (3.1) of the bill will state:
“Citizens, new recruits, immigrants, government members who are not the WA delegate can only receive a cap of ten (10) endorsements in the region.”
2. Also the following provision (3.2) of the bill will state:
“The WA Delegate will have no cap on how many endorsements they can get”
2. The following provision (3.3) of the bill will state the following punishments if an nation who is not the WA Delegate breaks the endorsement cap:
“3.3.1: If the endorser (nation giving the endorsement) causes the endorsee (nation receiving the endorsement) to go over the cap, they will get asked to clear all of their endorsements by resigning from the WA for a short time.
3.3.2: If the endorser does not heed the warning in the next 48 hours or cause someone to break the cap again, they will be asked to resign from the WA permanently or will get banned and/or ejected.
3.3.3: If the endorsee is asking for endorsements which caused them to go over the cap, then they will be asked to stop asking for endorsements and tell everyone who has endorsed them to stop endorsing. If the endorsee doesn’t comply or does it again then they will receive the same punishment as explained in 3.3.2”
